Why is it that Japanese porn is fine with all kinds of extremely kinky acts but they blur out the genitals?

Japanese censors still have the hangup concerning genitals.

They can live with all of the kinky stuffs, provided they get to 'pixelate' out the genitals. Apparently like many other prudes, pixelating allows them to feel good about the situation.
