What orgasm is the best from a hermaphrodite's point of view? Penile or Clitoral?

Corect me if I'm wrong, as this is not exactly my field of expertiese. I thought that in the instance of a hemaphrodite, the penis is actually formed from an over-developed clit. In the womb, that is how it goes, embryos start out as female until they are given an extra chromosone and that clitoral skin develops into a penis. That is why these two places have a similar amount of nerve endings in men and women. If I am correct in my statement then I would imagine that the two kinds of orgasms that you asked about, would actually be one and the same. But as I mentioned I am no expert.
