that's an excellent question. unless the guy is blatant and vularly staring it shouldn't be sexual harrassment, esp is she is wearing something that attracts attention. iv'e see so many girls wearing skimpy or revealing things and then when a guy looks they get all bent out of shape and act disgusted. dress appropriately.
